Basis

How it applies

1. The CIN acts as a central intelligence hub, receiving information from 19 agencies of the Brazilian Intelligence System (art. 4º of Decree 4.376/2002, amended by 10.759/2021) to aggregate, analyze, and forward data to the President.

2. Representatives are appointed by ABIN and work exclusively at the CIN, exempt from their usual duties (art. 6º-A, § 3º).

3. Its structure depends on an internal regulation approved by the Minister-Chief of the GSI/PR.

Limits

1. Restricted application to the Presidency: the CIN only supports presidential decisions (art. 6º-A, § 2º).

2. Internal regulations define operational rules (e.g., availability shifts), not the decree (art. 6º-A, § 3º).

3. Participation limited to agencies of the Brazilian Intelligence System (art. 4º of Decree 4.376/2002).

4. Subsequent changes: the decree revoked provisions of Decree 4.376/2002 (art. 2º), but did not fully update the wording.

5. Availability regime does not detail time limits or exceptions for emergency activities (art. 6º-A, § 3º).
