The aim is to support mitigation and adaptation actions to climate change, as well as to address the social and economic impacts of public calamities. Resources are transferred to the National Bank for Economic and Social Development (BNDES) or financial institutions authorized by it. These institutions assume the operational risks, including credit risk, and provide credit to individuals and legal entities located in federative units declared in a state of calamity. For legal entities, contracts must obligatorily provide for the maintenance or increase of the number of jobs existing before the calamity event. ## Limits - The R$ 20 billion limit already includes any amounts previously transferred under Provisional Measure No 1.226/2024. - The resources may not be used, directly or indirectly, to grant guarantees. - The Union does not assume the risks of credit operations carried out with these resources. - Failure to fulfill the employment‑maintenance commitment results in the loss of the subsidised interest‑rate benefit, with retroactive application of market charges. - This sheet does not cover specific rules on royalties or state and municipal participations unrelated to the cited surplus; later amendments must be checked at the source.
